Kenwood TK880/TK-880H is my go to as far as mobiles are concerned. Software and cable are easy to procure.

So if I could pu a tk880 with mic serial cable and programing cd tested and working for $85 is that an ok deal??

Just have to be careful with the TK880. They made 3 different models that work on different bands. If you want GMRS you'll need the -1 version.

Also the programming cd for the non-H version requires older computer hardware to program (I think).

Schwarz... you can own a ham radio and listen all you want -- without a license.
However, you cannot legally talk on ham and GMRS frequencies without a license.
If you don't have a license and a call sign, no one will talk to you.
They will ask for your call sign and if you don't provide one, they will end the conversation.
