Mother in law came across this. She was told it was a WWII bring back, but there is not paperwork to verify that. I searched for import marks and couldn't find any.
What's most interesting about this Model 1891 is the stock never had an upper handguard. After a bunch of research I found this drawing confirming early Model 91 stock configurations did not have it. Until now, I've never seen one that didn't.
Early Tula, 1898. Stock appears excellent without any damage I've noticed. Bluing is good for it's age, but not perfect as seen in photos.
