I bought this belt new for myself originally. I ran it purely on flat ranges so all the "wear" is just dirt and sand so other than that, its almost like new.

It comes with the inner belt, size Large, the padded belt is large as well.

What's your waist size and how well did it fit? How adjustable is it?

My waistline is 38 in. The padded belt ended with like a 2 inch gap at the front. There is for sure a lot of room for adjustment to make it tighter. If your waist is bigger than mine, you could run it, you would just have to use a belt keeper for the loose strap.
