These things are tack drivers. Imagine a heavy barrel 22lr.
The barrels on these rifles were designed to mimic the weight and length of a Mosin 91/30 so you have a 22 caliber bore in a 7.62x54r type of barrel.
I have one and they are fun to shoot.
