Both the M16A3 and M16A4 have flat top uppers. The difference is that the A3 has a full auto feature and the A4 has three round burst. Both can also be fired in semi auto.

Technically my rifle is neither since it is semi only, but it does have the flat top upper with detachable carrying handle.
