WTS/WTT Lock

Buyer was told buy a gun store it was difficult to get a lower so he gave it back he said gun store told him that’s why they can’t sell there uppers so it’s back on the market price lowered to $350

The guy said he tried to order a complete lower he tought PSA would send it straight to his house lolz

Something must be missing in translation here. A complete upper is not a firearm and most certain can be shipped directly. The lower (for an AR-pattern rifle) is the registered component and is the only component (whether stripped, complete, or part of a complete rifle/pistol) that must be shipped to an FFL. Perhaps you meant to say complete rifle?
 
Thanks for the clarification. Your post (on what he tried to order) said 'complete upper' thus the confusion :)

Difficult to get a lower? At a gun store? I've seen multiple gun stores with lowers on the shelf, so I have no idea what this was about.
