Is this a VX-3 or a Vari-X III?

It is the early Roman numeral vary x three with the adjustable objective lens parallax in gloss black as shown in the pictures.

I ask because the V-X 3 is a generational upgrade from the Vari-X III.

Sorry if I confused you by putting vx3. Pictures are self explanatory with the double gold ring and adjustable parallax. Upgrade is a matter of opinion. I've used them all. I'll take some of the older Burris, Redfield, and Leupold over the later scopes. They have never let me down. I can't say the same for the later models.
