You can not make it for the purpose of transferring it. There is no restriction on later doing so, same as other firearms that were legally acquired instead of personally made. THIS IS NO DIFFERENT than making it with a serial number. If the purpose was to transfer it, you are a manufacturer and need a license, and all markings a manufacturer is required to do.

So I can legally sell my completed 80% lower on here and not face any repercussions? I built it for me but decided I’ll never shoot it and don’t want it anymore.
