Is the titegroup new and sealed?

It was my brothers, so it is probably a few years old. It clicked when I opened it just now, It has a sealing cap and it looks full. Does it go bad?
I was hoping someone would come out, take a look, and make a fair offer for the whole lot. I'm not sure the pictures are a good representation.
I'm not sure that I want to sell it in pieces.
