It comes from the factory in 2 versions. With the cut or without. If you post a pic with the open cylinder face I can tell you which one it is

I thought only the S&W Performance Center revolvers were cut for moon clips ?
 
I’ve seen regular 686s with the cut. But you could be right, and somebody switched that cylinder with a Performance Center one. I have no idea.
 
TK Custom offers the service for cutting the cylinder on the 686 and 686+, some of the guys I shoot ICORE with have had it done.
