The real @Driller319 is a stand up guy!

Unfortunately, it appears his account was hacked. This is why it is always important to NEVER send a payment Paypal "Friends & Family" unless you are 100% sure your know the person AND know their account wasn't hacked.

The phone number and email above is to let others here and whomever google's this email and phone number in the future knows they are getting scammed.
