But to be clear, there is no statute establishing how Nevada complies with Brady on this level.

Nevada doesn't have to comply with Brady, dealers licensed by the ATF do.

If the State of Nevada can charge $25.00, I don't see why the feds could not also charge.

I don't know the specifics but based on the response the FBI gave to Nevada when asked to do the checks, it seems they are not allowed to allocate funds to do the checks. It seems there would need to be at least a federal regulatory change, if not an act of Congress, to change how the FBI does the checks.

Under Obama it seemed to me that a regulatory change was likely and I'm surprised he didn't try to ram something through on his way out. Under Trump it seems doubtful.
