Default Nevada Legislative Update 4.20.17

2A Patriots, this is your legislative update on everything gun-related from Carson City.

The policy committee deadline of April 14 has passed, and below is an update on which bills will continue in the legislative process. All bills had to either pass out of their policy committee in the house of origin by April 14 or be made eligible for exemption.

Pro-Gun

Assembly Bill 118 - grants CCW for persons 18 to 21 years of age that are currently serving or have been honorably discharged from the Armed Forces. Sponsored by Assemblyman Skip Daly (D-31). This bill is alive. It passed the Assembly floor vote, 34-4. The four Democrat Nay votes:
(Saudi Agent) Bilbray-Axelrod, Shannon
Carlton, Maggie
Diaz, Olivia
Swank, Heidi

Assembly Bill 87 - would honor certain CCW permits moving to Nevada. Sponsored by Assemblywoman Robin Titus (R-38). This bill is dead. Democrats would not allow a hearing.

Assembly Bill 171 - permitless AKA: Constitutional Carry. Sponsored by Assemblyman Jim Marchant (R-37). This bill is dead. Democrats refused to allow a hearing. No surprise.

Senate Bill 307 - permitless CCW AKA: Freedom to Carry. Sponsored by Senator Don Gustavson (R-14). This bill is dead. Again, Democrats refused to allow a hearing.

Senate Bill 102 - storage of handgun in vehicle on certain educational/childcare facility parking lots. Sponsored by Senator James Settelmeyer (R-17). You guessed it: Dead. Democrats wouldn't even hear this common-sense bill.

Senate Joint Resolution 11 - Right to Hunt, Trap, and Fish. Sponsored by Senator Scott Hammond (R-18). So in 2015, this one passed BOTH houses, and it needed to pass both houses this session, in order to be placed on the ballot for voters in 2018. So how did it fare? Well, it's dead! We can thank the Democrats.

Anti-Gun

Senate Bill 115 - turns libraries into "gun-free zones." Sponsored by Senator Mo Denis (D-2). This awful bill is alive. It passed the Senate floor vote on strict party-lines and is now in the Assembly.

Senate Bill 124 - expands the prohibited persons list beyond what is currently covered under federal law. Sponsored by Senator Pat Spearman (D-1). This bill passed out of committee with an "amend and do pass" recommendation, and was made eligible for exemption, so, unfortunately, it is still alive.

Senate Bill 254 - removes civil liability protections in a self-defense shooting. Sponsored by Senator Aaron Ford (D-11). Thanks to the hard work of NRA-ILA and other pro-gun lobbyists, the sponsor will no longer pursue this bill in its current form. So it is dead.

Senate Bills 351 and 378 - establishes that persons who possess valid medical marijuana cards are not ruled to be unlawful users or addicted to controlled substances under Nevada law. If passed, these bills would've removed the background check exemption for persons who possess valid CCW permits. Both bills failed to meet the April 14 deadline, so they are dead.

Senate Bill 387 - would allow for ex parte emergency orders to remove your Second Amendment rights. Sponsored by Senator Julia Ratti (D-13). This bill passed out of committee with an "amend and do pass" recommendation, therefore, it is still alive.

Assembly Bill 373 - revises provisions related to certain boards and commissions. If passed, this bill could make sportsmen a minority on the Wildlife Commission. Sponsored by Assemblywomen Swank and Cohen, both Democrats. AB373 failed to meet the April 14 deadline, so it is dead.

Assembly Bill 443 - prohibits Board of Wildlife Commissioners from adopting regulations that allow a person to hunt black bears with a dog. Primary sponsor is Assemblywoman Heidi Swank (D-16). AB443 failed to meet the April 14 deadline, so it is dead.

Thanks for the updated info.

Would you mind having a running list with the active bills we still have to fight? Don't want to see one slip through and I need to start hitting them hard on the library bill again.
