Lovell Cyn. is paved all the way to the shooting area. Or there are side dirt roads on the way where you can pull off to shoot.

As far as shooting in the dark, I'm not sure, but you can call the USFS office in Vegas. Lovell Cyn. is part of the Toyabe Natl. Forest.

Road to Sandy Valley area should be good to go. I believe it's all BLM land.
